Elfie has M.A. degrees in Speech/Language Pathology and Public Administration – Health Care Administration. Since 1979, she has been employed at the Lake County Board of Developmental Disabilities/Deepwood and has been the County Board Superintendent since 1996.
She is involved in the following organizations: Leadership Lake County Mentor Rotary – Board Member; Vice-President; President Lake County Free Medical Clinic Deepwood Foundation – Board Member Lake County Family and Children- First Council Ohio Superintendents of County Boards of DD, Region VI – Vice-President Northeast Ohio Network Council of Governments Western Reserve Counseling Western Reserve Junior Service League Lake County Association for Retarded Citizens Ohio Association of County Boards of DD – Trustee.
