Broadmoor School Presents Prestigious Awards – Congratulations Kim and Nora!

At the April 2025 Lake County Board of Developmental Disabilities / Deepwood’s Board meeting, Broadmoor School Principal Liz Miller announced the winners of two notable and highly regarded annual awards.

Broadmoor School teacher Kim Mingus and student Honnora (Nora) received their awards for Broadmoor School. Kim was also selected as the State Support Team Region 4 winner and will be recognized alongside 13 other educators in Columbus, Ohio on June 10, 2025.

The Franklin B Walter Outstanding Educator Award — Kim Mingus

This award is named in the honor of the late Dr. Franklin B. Walker, Superintendent of Public Instruction from 1977-1991. His post was longer than any other state superintendent in Ohio’s history. With over 50 years of service as a teacher and administrator, Dr. Walter’s leadership is evident in many of Ohio’s quality educational initiatives and programs. Among these is the development of the nation’s first statewide plan for children who have disabilities.

Liz presented Kim Mingus with this prestigious award in recognition of her unparalleled dedication to her students’ success. “Every student in Kim’s classroom has made significant gains toward their IEP goals; a testament to her effective instruction and unwavering commitment. Kim has expertly guided her team in mastering the use of diverse communication devices, implementing behavior goals, and ensuring proper student positioning, all while maintaining a strong focus on academic and IEP needs. Her team, in turn, demonstrated exceptional fidelity in implementing Kim’s strategies, which led to remarkable student outcomes. She empowers students to develop their voices and reach their full potential, and her consistent passion, drive, and advocacy for her students is truly inspiring. Kim employs a diverse array of teaching modalities to cater to the unique learning styles and abilities of students, ensuring their success both in and out of the classroom. She is an exemplary educator and embodies the qualities celebrated by this award.”

Raymond A. Horn Outstanding Achievement Award — Nora

Named in honor of the late Dr. Raymond A. Horn, Assistant Superintendent of Public Instruction Emeritus, this prestigious award recognizes a student’s remarkable performance. Acknowledged as a national leader in the field of special education, Dr. Horn devoted more than 60 years of service to improving the quality of life and learning for students who have disabilities. Dr. Horn left behind a legacy and a challenge to all to ensure that every student be given the respect and opportunities to which they are entitled.

Nora, a tenth-grade student at Broadmoor School, was presented this award in recognition of her enthusiasm for learning, coupled with her compassionate nature, make her a truly exceptional individual. “Nora’s favorite subjects (reading, music, swimming, and art) reflect her diverse interests and her joy in engaging with the world around her. She effortlessly builds friendships, demonstrating genuine compassion and empathy towards her peers. This year, Nora displayed extraordinary dedication and progress. She worked diligently on enhancing her communication skills, making significant strides both vocally and through her AAC device. Furthermore, she has shown a strong aptitude for developing her money skills. Nora’s enthusiasm for learning pre-vocational skills is particularly noteworthy. She actively seeks opportunities to practice these skills both at school and at home, demonstrating her commitment to independence. Perhaps most impressively, Nora successfully met all of her IEP goals this year, which is a testament to her hard work, perseverance, and positive attitude. She is a shining example for her peers.”
