Service and Support Administration

Service and Support Administrators (SSA) are Gatekeepers, Navigators and Supporters of people with developmental disabilities and their families that reside in our community


SSA determines eligibility for locally funded services and Medicaid funded supports and programs for people with developmental disabilities. We assess and assist people to navigate multiple service delivery systems, administer the Developmental Disabilities Home Community Based Services (HCBS) Waivers for enrolled individuals in Lake County; and coordinate or link to services in order to enhance overall health and safety.


Service and Support Administrators are Allies and Advocates in the following ways:


  • SSA can identify/assess the needs of people with developmental disabilities and those of their families who support them.

  • We do this through our intake and eligibility screening process. We administer the Ohio Eligibility Determination Instrument (OEDI) and the Children’s Ohio Eligibility Determination Instrument (COEDI).

  • We can provide education on how to move through multiple systems; SSA can educate on what types of services are available from the County Board including Home and Community Based Waivers, Respite, Family Support Services, Recreation, Adult Services and more; as well as, how these services relate to other community resources including but not limited to Medicaid, Social Security Administration and Mental Health Services.

  • At SSA if we don’t know the answer we will help find the resource that does know the answer.

  • We help to bridge gaps in communication and service assistance through our partnerships with Medicaid Waiver Providers, Hospitals, Mental Health Providers/Therapists, Opportunities for Ohioans with Disabilities (OOD) for employment, Lake County Department of Job and Family Services (JFS) for Medicaid, Police Departments, Courts and Schools.
